GROUNDED for one week


April 28, 2009 – I went to Isulan at around 4:00 in the afternoon to attend the birthday party of my high school friend, Stephanie Dohina. It was not just her birthday but it was her 18th natal day. That means a new beginning for her. She will now be formally presented to the society as a lady. Oh wait. I guess the term lady is not suited for her. That is a very polite name for a woman, a woman of refinement. Haha. Peace Tep.

Actually, the party will start at 6pm and I was already there at around 4:30 in the afternoon. It was not obvious that I am too excited for the celebration. I was not that early to come into their place. So, I just decided to pass by an internet cafĂ© which is owned by one of my friends. She was also a friend of my ex-wife. LOL. Yeah, right. We decided months ago to formally terminate our relationship. I knew Ate Nic because of her. Anyway, I just stayed there for 30 minutes, chin-wagging for 30 minutes. We just talked about the break-up issues, divulged confidential information about others. In short, we gossiped. Hee-haw. Then, I left the place and went to Kalawag Central School to also visit another friend there. Don’t you think I am so friendly? I got lots of friends. I need military forces in times of war. I need to sustain a big gang.

I have not seen this friend for a year. She was one of my best friends way back in high school. We have not seen each other for quite a long time because she studied in Manila for one semester and became an out-of-school youth for six months. But this coming year, she will go to school again and will take up education. Wow, teacher Felriz Jean Nicolas. We took a walk to their house. She just changed her clothes because she will also go with me to the party. Oh wait. I remember. Before we entered their house, a kid there called me ‘PANGIT’ and laughed at me. Well, he was just so lucky that he is a child or else I could have smashed his face and knocked him down. Then, I advised her mother to explain clearly to her child what the definition of the word ugly is because I am totally not displeasing to the senses and I do not provoke horror. JOKE. I never did that.

Then, we left their house. The kid said ‘SORRY kuya’ and ‘I LOVE YOU kuya.’ Okay Kid. Apology Accepted. I just hope you would grow up ugly. Bleh. We only walked instead of taking a ride. It was really a right decision because on our way to the celebrant’s house, we met two of our classmates in high school, Eunice and Annie. So now, there were already four of us taking a walk to Steph’s house.

Okay. Let us go to the party proper. So, the party started with the entrance of the debutant. Then, it was followed by the 18 roses. I was one of them. I was the fifth and I was the first to give her a kiss. Haha. Like I promised, that night was my turn to flirt and party. After that, we had our dinner. It was now girls’ turn, the 18 toast. My female classmates gave their wishes for the debutant. Most of the wishes were more birthday and boyfriends to come. Laughing. When the program has ended, we had a singing competition. We also had Hep-hep Hooray there, just for fun. We also had dance showdown. Of course, hindi mawawala ang inuman. Haha. After a while, some were already tipsy. They were so funny. They were like a tipsy boat in the middle of the sea. We also played card and showcased magic trick. I won once in the trick. I won thirteen pesos. Haha.

I promised my mom that I would be home by 10 in the evening but it was already April 29 but I was still at my friend’s house. They called me and told me that they are going to fetch me up at my friend’s house. They arrived at around 2 am. My former classmates also took a ride with my family back to Tacurong. I received sermons and other preaching from my parents while we were in the car. I felt so ashamed because even my friends can hear what my parents told me. Oh Boy. Parents will always be parents.

So when we arrived in the house, I ran quickly to my room and slept. I did that to escape from my angry mom and dad. As a punishment, I cannot go out with my friends this week, GROUNDED. Oh boy, I have a debut to attend this week. What will I do? I will just think about that problem some other time. For now, I need to rest. GOOD night.

Inclusion of Animal Rights in the Philippine Constitution

December 10, 1948 was a symbol of the victory of humanitarianism over the abuse and exploitation of the rights of the people in one of the most destructive wars in world history. It was during this time that the United Nations General Assembly ratified the Universal Declaration of Human Rights. This gave the people the right to live according to the priorities they themselves identify as long as they do not infringe the rights of others.

We believe that this kind of action should not only end on the consolidation of ideas to further refine what are presently considered to be the rights of the people however it should also widen its scope. We recognize the moral imperative to include animals within this sphere of the protection that the declaration establishes. The ascription of moral and legal rights in the United Nations Declaration of Animal Rights is a logical and inevitable progression of ethical thinking.

Animals should also be afforded with the moral considerations as any other sentient being, those who have the ability to experience pain or pleasure but not to the extent of equal rights with human beings. What we mean here with giving moral consideration to animals is that we should go through a process of giving careful thoughts first before doing something with these animals and it should be with accordance to the principles of right and wrong conforming to the standards of behavior and character.

Everything in this earth is for the utility of humanity. But this does in no way shape, form, or gives any one the right to abuse, destruction, cruelty and other mischief. We have seen and experienced the exploitation of our fellow human beings in the last century. Our fellow human beings went through a number of barbarous acts which outraged the conscience of mankind. Thus, it resulted to an advent of a world with free speech and belief, freedom from fears and want has been proclaimed as the highest aspiration of the common people. Now, in the present century, we are having the exploitation of animals by the human beings. Our country, Philippines, has a great number of rare and exotic animals. Philippines is a mega diversity country and a global biodiversity hotspot. Our surrounding waters have the highest level of biodiversity in the whole world. However, this has been overshadowed because we are now considered as one of the “hottest of the hotspots.” According to the International Union for the Conservation of Nature and Natural Resources, seven species of animals in the country are critically endangered, 13 are endangered while 30 species are considered to be vulnerable.

Animals are not merely instruments of human desires and will. They have the capacity to experience pleasure and pain, happiness and suffering. To make things clearer, let us define what is pain. According to the International Association for the Study of Pain, it is an unpleasant sensory and emotional experience associated with the actual or potential tissue damage or describe in terms of such damage. Pain is a state of consciousness, ‘a mental event’ and such it can never be observed. Behavior like writhing or screaming is not pain itself however it is just an aggregate of responses or reaction or movement made by an organism in a given situation. This fact compels us to also give these animals their rights.

Nearly all the external signs that can tell us that a human feels pain can also be seen in other species, especially those who are most closely related to us like the mammals and birds. The external signs that we refer includes writhing, facial contortions, moaning, yelping or other forms of calling, attempts to avoid the source of pain, appearance of fear at the prospect of its repetition and so on. These animals undergo same physiological processes when they are in circumstances that would make them feel the pain. There will be an initial rise of blood pressure, dilated pupils, perspiration, an increased pulse rate and if the stimulus continues, a fall in blood temperature. Even though human beings have a more developed cerebral cortex compared to other animals, it is the diencephalons which plays an important role in the processing of impulses, emotions and feelings. This part of the brain is well developed in mammals and birds.

However, not all animals are capable of feeling pain or pleasure. We are referring to the Invertebrates like the worms, insects, crustaceans (shrimp, lobster, crab) and mollusks (clams, snails). They have nervous systems distributed all over their body however they do not have nociceptors, central nervous system, endrogenous opioids, nociceptors connected to the Central Nervous System and they do not show response to Analgesics. These were the result of the comparative study of Dr. Gary Varner between Vertebrates and Invertebrates, “In Nature’s Interest? Interests, Animal Rights and Environmental Ethics” published by the Oxford University Press in the year 1998.

This does not mean that invertebrates are not capable of feeling pain or pleasure; they do not deserve to be afforded with their own rights. Let us take for example those who are in the state of coma. In medicine, it is a state of unconsciousness in which a person is unresponsive to external stimuli. Psychologists use Electroencephalogram signals to measure a person’s response to a sensory stimulus or to help determine a person’s level of physiological arousal. The finding of a flat or wave less, EEG in persons in coma has been interpreted as an absence of brain function and used as a legal evidence of death. However, we recognize the fact that these people should not be given less protection however they should be given more. Their right should not be denied rather it should be reinforced. We owe a very special responsibility to the people who are not able to meet their self-actualization needs and maximize their full potentials here in our society. We recognize the inherent value of these invertebrates in attaining the rights of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature which is one of the state policies in the constitution. If we are to pursue different treatment to the human beings and animals, it would only show unjustifiable justification.

The difference of species is not acceptable to justify the meaningless exploitation and abuse for food, entertainment and other commercial activities. We believe that we should concentrate not on the race, nation or the species that experience the actual suffering. It should not be aggregated. For example, 100 units of pain inflicted to one person is greater than the same unit of pain distributed to 100 persons. We should put our concern with the maximum sufferer. Pain is pain regardless of its host.

We should give moral considerations to each activity that uses animals. First is the use of animals in medical research. This activity should be regulated. Animal experimentation is performed for medical and scientific purposes. Animals are placed under controlled laboratory conditions and are carefully monitored. Researches can be conducted through experimentation using simple life forms like bacteria. However, there have been better results achieved using animals. Many animals serve as good models because they perform many functions similar to humans such as breathing, eating, and reproducing.

Animals are continually being used in laboratories for experiments, mostly to test products for human benefits. Scientists use animals to study numerous drugs, vaccines, and medical procedures. For example, scientists use the eyes of rhesus monkeys to test the effect of marijuana on humans. Cosmetics companies rub their products on the skin of animals. Some companies, like those who produce household products, force animals to inhale products in the form of aerosol sprays. They are also being used to study the causes of human diseases and to determine the safety of cosmetics, pesticides and other household products. The results from animal testing are being used as a basis for determining whether these products are fit for human consumption or not.

Animals and humans differ from each other. This makes the results from the experiments unreliable. These results can make researchers form false assumptions of the effects of drugs and can sometimes even make the illness worse. For example, during the early 1950s, vaccine production using cell cultures from monkeys resulted in exposing humans to possibly dangerous monkey viruses. During the 1960s, scientists concluded that animals that inhaled tobacco during the experiment did not develop lung cancer.

There are better solutions such as studying the occurrence of diseases in large populations, and the factors that affect its spread and worsening. Clearer and possibly more accurate medical observations can also be achieved through autopsy studies, cell cultures, endoscopies and biopsies. Endoscopy is being used by physicians to monitor, identify, and even treat medical problems. Biopsies are used to determine the causes of diseases like tumors and cancers. These can certainly be a great help in determining the causes of human diseases and may provide the appropriate cure.

Medical Research should be ceased if it is immoral and inflicts inhumane pain to animals. We are not promoting to stop the use of animals in medical research. What we want is to have regulation. If we will do the suspension of all medical researches involving animals, it would surely lead to the deprivation of pleasure among those who would benefit from the research. In order to maximize the principle of utility, the medical research should continue although in a humane manner as possible.

Animals are used for human consumption. We need them to fulfill our need which is food. Filipinos are mostly Christian; in the Bible God said that human has dominion over other animals. Hunting and killing animals for food is not wrong. We can eat meat unlike in other religions. God also indicate which kinds of animals were suitable for human consumption like chicken, duck, cattle, pigs, goat, deer, and fish. Even in the Quran, The mercy of Islam extends beyond human beings to all living creations of God. Islam prohibits cruelty to animals. Islam laid down humane slaughtering regulations. Islam insists that the manner of slaughter should be that which is least painful to the animal. Islam requires that the slaughtering instrument not be sharpened in front of the animal. Islam also prohibits the slaughtering of one animal in front of another. Fourteen hundred years ago, long before the modern animal rights movement began with the publication of Peter Singer’s book, “Animal Liberation,” in 1975, Islam required kindness to animals and cruelty to them a sufficient reason for a person to be thrown into the Fire!

When killing animals, one must carefully discern the purpose and attitude. We can only consider it lawful if it is done as part of the religious rituals of an established religion or sect or a ritual required by tribal or ethnic custom of indigenous cultural communities. Another is if the animal is afflicted with an incurable communicable disease and when the killing is deemed necessary to put an end to the misery suffered by the animal. One more is if it is done for population control. We emphasize that the killing of the animals shall be done through humane procedures at all times. We have been reiterating that in every activity that we do that includes animals. We should make sure that we give them humane treatment. What we mean is that in doing and performing all things in any way that will alleviate the suffering of animals and promote their welfare. Humane treatment of animals is based on understanding of their natural behavior. There is a direct connection between respect for natural animal behavior and protection of the environment. Animals are also part of God’s creation and should be treated with a certain amount of respect.

Next is the use of animals for entertainment like circus, zoos, Marine Park and cock fighting. Circus animals are placed in cars and chained when not performing tricks. Trainers use instruments like whip and bull hooks to torture animals to obey in the ring. In the zoos, animals live in small cages. Older Animals are dumped by popular zoos and ended up in tiny filthy cages at roadside zoos across the country or in canned hunts, where hunters pay large sums for the guaranteed kill of an exotic trophy animal. Moreover, new caught wild elephants in zoos are fatal. In marine parks, marine animals live in small tanks for several years. In the process of catching animals, the mother is killed to get the babies. There are also cases wherein dolphin trainers kill dolphin and select the ones that fit the desired criteria for public display. We also have exhibition of cowboy skills here in our country. Rodeo horses and bulls have bucking straps cinched tightly around their abdomens. Cows and horses are often prodded with an electrical ‘hot shot’ while in the chute, to rile them, causing intense pain to the animals. After the rodeo, injured animals are carted off to the slaughtered plant. We can also see in our country that wealthy businessman or landowners and government leaders are mostly involved in cockfighting. They enjoy gambling without noticing the cruelty they bring to the animals. Chicken are drugged to be more aggressive.

To avoid these cruelties, we should not allow person, association, partnership, corporation, cooperative or any government agency or any instrumentality to establish a zoo, circus, for the use of animals unless the facilities of such establishment for animals are adequate, clean and sanitary and will not be used for, nor cause pain and suffering to the animals. We should also ensure that the training as well as the transport of such animals in any form of public or private transportation facility should provide these animals maximum comfort while in transit and minimize, if not totally eradicate, incidence of sickness and death and prevent any cruelty from being inflicted upon the animals. We must make certain that in the transportation of these wildlife and all other animals, they should be provided in all cases adequate, clean and sanitary facilities for the safe conveyance and delivery. They shall be provided with sufficient food and water for such animals while in transit. In the case of cock fighting, we cannot cease this activity in our country because cock fighting has been a part of the Filipino Culture. If we are to stop this form of entertainment and a source of income for some Filipinos, it would go against the human rights which is the right to freely participate in the cultural life of the community stated in Article 27 of the Universal Declaration if Human Rights.

Just like those who worked for the ratification of Universal Human Rights and for solutions for human rights abuse and exploitation, we, the researchers, also believe that Animals should also be afforded with their own rights. They should also be afforded with the moral considerations as any other sentient being, capable of experiencing pain or pleasure. They should be give moral considerations to each activity that involves them like factory farms, in laboratories, in the clothing trade, and in the entertainment industry. The institutionalized abuse and exploitation of individual animals on a global scale represents an ethical challenge that can no longer be ignored, and which, we believe will determine the progress of morality and inevitably, civilization in the coming century.

COHABITATION: Boon or Bane?


Living together without marriage has really been a common phenomenon in industrialized countries across the world especially in the United States of America. This global trend started in the year 1970s and much has changed since that time. According to Janice Shaw Crouse from Beverly LaHaye Institute, Cohabitation increased 1000 percent since 1980 while marriage rate has dropped more that 40 percent since the year 1960. They have now considered cohabitation as an alternative to the married, intact, husband and wife relationship. The society was not able to stand away from modern changes of the societal structure. Some say that it is inevitable in our present society. They see it as a modern step to abyss. However, there are some who have raised their eyebrows in this social issue. Cohabitation for them is going beyond the boundaries that have been set for you by the Supernatural Divinity. This is done by those people who have a morally objectionable behavior and moral rotten fiber.

In order for us to know how people regard cohabitation in our present society in our country, I have interviewed individuals from different walks of life. Some of them are currently living in with their partners. Some are married. Some are not in relationships right now. I have also consulted someone from a religious sector. Let us determine whether these persons have the same or different beliefs when it comes to the social issue which is living in without marriage.

I had a conversation with a lady who is living with his boyfriend right now under one roof. Moreover, she is pregnant and is about to give birth this January. I asked her views and opinion about cohabitation. “As much as my traditional values are concerned, it’s the saddest decision for a woman like me. Yet, I believe that it will place me to the safest union of relationship in the sense that I can test their comfortabilities as partners and decide for themselves at the end. I consider it as an initial step to marriage or never to get married at all.” She also cited some of the benefits that she could gain from cohabitation. “It is good because I will be able to know my partner and adjust to the differences when I decide to get together in the long process. It also gives me less pressure because I do not have the deep commitment of marriage.” Nevertheless, she also admitted that there are also bad effects in cohabitation. “It is tough for me because in the eyes of the many, we are living in without the blessings of God. It also affected my family relationship because I came from a conservative family and whatever happens between the both of us; I have no right or claim to each other.”

Do males have the same views and opinions when it comes to living in? Let us find out. Here is a man who is presently living in with his partner and a father of a one year old child. He considers himself as a happy-go-lucky man before. He has that devil may care attitude. Cheerfully irresponsible, that is what he is. Moreover, both of them are liberated and tolerant of change. That is why; he had no decisions of getting married before. I asked him why a nd he said, “I am not yet ready for commitment and to settle down to a very different lifestyle compared to an unmarried life.”Now that he has joined a religious organization, he has now opened up his mind to a realization that marriage is vocation worthy of respect and dedication by the law of church and men.

I also had the chance to interview a couple wedded for 18 years regarding their perspective about living in. They are active members of the Couples for Christ. They are also against cohabitation. “At the very beginning, we wanted to marry and raise a family. It is our dream to have a happy, united and loving family.” Living in never entered their mentality. “We do not understand why there are individuals who do not get into marriage if they really do love each other. Is it because they have a plan for separation after a year or years after? If that is the case, you are not looking for a partner in life but a companion. God made man and woman to complement each other to be their partner in His creation. Marriage is a a sacred vocation.” They see living together outside marriage as a sin.

Living in without marriage is against morality. This is the stand of our religious sectors when it comes to the issue of living in. It is going against the sacrament of matrimony which is considered to be close and intimate union of couples worthy of religious veneration. It leads to sex outside marriage. It allows the people to partake in the pleasure of sex without having them face the consequences. It even leads to higher cases of broken families. It also brings harm to the children of these living in partners and economical hardships for them.

Allow me unfold to you the harm of living together without marriage. They say Cohabiting will decrease the cases of divorce in our country. How will that happen? In fact, it will only lead to a higher divorce rate. In cohabitation, there is only a little commitment to the partner. Therefore relationships are frequently broken while living together and for the rest of their life. There is uncertainty in the continuance of the relationship.

Cohabitation also harms the children involved. They are being deprived of their right of having a family comprised of two married and loving partners. If they do not have this kind of family, children will have behavioral problems and will also have a wrong picture and vague idea of what really is a family.

For me, I can say that the problem is with our society right now. Our people have turned to be so disinclined to involve themselves into marriage. There is lack in discipline so people see cohabitation no longer an erroneous doing in our society. The people should be given more information regarding this social issue so that they would not come up with poor decisions that they would surely regret in the end. As early as now, people should know the disastrous consequences that this change could bring to the individuals involved, as well as for our society and public policy. Our country is known for being so concerned when it comes to religious matters. This kind of tradition should be preserved. This is the kind of thought that should be passed to the next generations.

YES to SEX EDUCATION in SECONDARY EDUCATION


Sex Education usually refers to programs offered in schools that cover sexuality and reproduction. Sexuality refers to the quality or state of being sexual and includes all thoughts and behaviours that have to do with an individual as a sexual being. For example, bodily changes at puberty, decisions to engage in kissing, petting or having sexual intercourse and using or not using contraceptives can be included under the broad term sexuality.

Sex Education programs are also called family life education, sexuality education and reproductive health education. Sometimes, sex education is offered in the form of human immunodeficiency virus (HIV) education. In 1999, more than 93 percent of all public high schools in the United States offered courses on sexuality or HIV. Sex Education is not a required subject in all school districts, and programs can vary from an entire course on human sexuality to integration of information in biology, health education, physical education and consumer and family science (home economics) classes.

Originally, sex education in United States was started in schools to teach about physical and sexual maturation. However, as the years go by, the goals became decreasing the incidence of teen pregnancy, delaying onset of sexual activity among teens, and decreasing the rates of sexually transmitted diseases (STDs) and HIV cases.

At the moment, there are two different types of Sex Education classes offered in the United States. It will depend on the state or local school district mandates. Teens will either be learning Comprehensive Sexuality Education or the Abstinence-Only-Until-Marriage program. These programs represent two completely different schools of thought.

Comprehensive Sexuality Education is a program that starts in kindergarten and continues through high school. It brings up age appropriate sexuality topics and covers the broad spectrum of sex education, including safe sex, STDs, contraceptives, masturbation, body image, and more. Abstinence-Only-Until-Marriage Programs emphasize abstinence from all sexual behaviours and do not cover information on contraceptives, STDs, masturbation, etc.

Here in our country, despite the persistent lobbying by the Catholic Church, the Department of Education is bent on teaching sex education in the public high schools. The Department of Education is awaiting the go-ahead signal from the Presidential Council on Values Formation (PCVF) which is currently reviewing the secondary teachers’ adolescent reproductive health manuals. The new draft modules titled “Secondary Teachers’ Toolkit on Adolescent Reproductive Health” and “Patnubay sa Pagtuturo ng Araling Adolescent Reproductive Health para sa Alternative Learning System” which are subject to PCVF review and approval are purely health and science angles on reproductive health. They are products of nationwide multi-sectoral consultations. These manuals were jointly funded by the Australian Aid for International Development and the United Nations Fund for Population Awareness.

The revised modules will include teaching notes on pre-marital sex, commercial sex, abortion and homosexuality, risky sex, feelings of admiration for one person of the same or opposite sex, Filipino adolescents’ high awareness but poor knowledge of HIV/AIDS and adolescents’ sexual abstinence.

Let us begin with pre-marital sex, commercial sex, abortion and homosexuality. According to the statistics of the Commission on Population of Region 11, Director Maduh Damsani said every minute, 190 women face unwanted or unplanned pregnancies. About 13 percent of maternal deaths are attributed to unsafe abortions, coupled with the lack of skilled follow-up. The high level of unmet need for quality contraceptive services and the corresponding number of unwanted pregnancies – is a key reason why so many seek out abortion. Currently, as many as fifty percent of pregnancies are unplanned and twenty five percent are unwanted.

With this alarming number of cases of unwanted and unplanned pregnancies in the country, it is just right for us to conduct sex education. Just imagine 190 women every minute are facing unwanted or unplanned pregnancies. Consider that we have 1440 minutes in a day. Therefore, 273,600 unwanted or unplanned pregnancies are happening in the Philippines daily and this will even contribute to the ballooning of the population which is considered to be major problem in the country right now. That is why there is really a need for us now to provide our high school students with expanding access to client-centred family planning information and services, where a variety of effective contraceptive methods is offered and responsive counselling. They will be provided with information of the consequences of engaging in unwanted and unplanned pregnancies. Eventually, as high school students will be equipped with these information and effective contraceptive methods, the number of unplanned pregnancies which is primarily the reason for sub-optimal pregnancy care and unsafe abortion procedures will be reduced. It will even give students with correct values and self-mastery or discipline. Sex Education plays its role in shaping educated teenagers who are capable of controlling their biological urges.

How about the cases of AIDS and HIV in the Philippines? Since the country first reported and AIDS case in 1984 up to September 2008, the National AIDS Registry of the Department of Health has recorded a snowballing total of 3456 HIV and AIDS cases. Sixty-nine percent were males; the age groupings with the most number of cases were 25-29 years (21%) and 30-34 (21%); and sexual transmission was the most common mode of transmission (89%). Of these, 2657 were asymptotic and 799 were AIDS cases. Of the AIDS cases, 310 had passed away by the time of reporting.

If you are really concerned with your sons and daughters in secondary education, you will be in favour of sex education in schools. As parents, you want the best for your children and you don’t want either that your children will soon be a part of those individuals who contributes to the cumulative total number of HIV and AIDS cases in the country. You do not want either that your children will be one of the reasons of the transmission of that virus to other individuals. You never want them to be infected and to be the one who infects. As high school students, we really need to learn about contraceptives, for us to know how to basically avoid contacting diseases acquired through unsafe sex. The government is having an anti-AIDS campaign right now and I say it will only succeed if Filipinos become well-informed on how to stay away from sexually transmitted diseases by using protection, such as condoms. We should really be aware of these dangers.

Pre-marital sex has really been a trend nowadays. There are increasing numbers of those individuals who engage in such activity right now. The gap between adolescent Filipino females and their male counterparts practicing pre-marital sex (PMS) is becoming narrow according to the study conducted by the University of the Philippines – Population Institute (UPPI). A Young Adult Fertility Survey (YAFS) disclosed that males are more into pre-marital sex than females but over the years, young women are catching up with men. The survey covered 20,000 Filipino youths aged 15-24 years old across the country. One out of Four Filipinos aged 15-24 are engaging in pre-marital sex, according to a study by the UP Population Institute. This year’s study also say that close to 4 million youngsters are engaging in pre-marital sex with 30% of the respondents doing it in their own homes while 18% were doing it inside motels and hotels.

With the rise of pre-marital sex among youths, I have to underscore that 4 million youngsters are engaging in PMS and some of them are high school students. I have to draw attention to the importance of integrating sex education in the curriculum as the survey revealed by the UPPI headed by Prof. Corazon Raymundo that students who did not learn sex education tend to become more sexually active. If we will include sex education, social ramifications for bearing a baby out of wedlock will be learned by the students. Hence, it leads to curtailing of teenage pregnancy.

“Sex Education is the sole right and responsibility of parents and no excuse or alibi can justify the public teaching of sex education by strangers. The disadvantage of having sex education in schools is that it takes away parents’ right to be able to explain to their children about sex and to answer any questions they might have. To allow sex education in the classroom is somewhat similar of risking the student’s moral and spiritual well-being. What we need to teach our children is that their sexuality is part and parcel of their internalization of family values. It is an outright child abuse for those who would feel scandalized during the discussion on sexuality.” These are the views of the Catholic Church.

What is Morality? It is considered with the distinction between good and evil or right and wrong. Sex Education does not teach immorality. Sex Education offered in schools is not just all about love-making or sexual pleasure. It does not teach us to get a condom and have sex with anyone, may it be of the opposite sex or not. It does not teach us to try risky sex because it is more stimulating. It does not teach us to fall in love or in bed with someone of the same sex. It does not teach us to go and spread the virus brought by HIV or AIDS. It does not teach us to be persons with sex drive. Most of all, it does not teach us how to have sex. That’s the most common misconception amongst parents and teenagers. To all those dull-witted individuals who have these misconceptions, better be informed. Sex Education is an introduction to human anatomy, communicable disease recognition and prevention, understanding hormonal imbalance, personal hygiene, and emotional health. This is not made for promotion of sex. This is to provide students with the awareness of the consequences that pre-marital sex, commercial sex, abortion and homosexuality, risky sex, feelings of admiration for one person of the same or opposite sex, poor knowledge of HIV or AIDS could bring. As a matter of fact, it also teaches students Abstinence from Sex until they get married.

Another thing, Philippine Catholic Bishops opposes Sex-Ed in schools and says that it should be left to the parents. This is true if all parents know how to talk about sex with their children. We can’t suppose parents know how to converse sex openly. Some might be uneducated to comprehend the framework of reproduction and as a result, fails to grasp natural birth control methods. We also have parents out here who are not at ease talking to their children about sex and answering any questions they have. We cannot solely rely on parents to teach their children about sex and contraception, and the public education system can play an active role in disseminating this information. The schools together with the parents can bridge the gap of sex education.

The catholic chain of command is the only largest stumbling block as to why the Philippines has not yet legislated a wide-ranging reproductive health program that would to a great extent benefit women, youth, children and the people in general. If the government is amenable to including climate change in the curriculum, why does it continue to object to reproductive health education for students? Political parties are just afraid to antagonize the high-ranking clerics who would instruct the faithful citizens to refuse to comply with public officials and even overpower the electoral chances of obstinate politicians. The government should draft a program on adolescent reproductive health that will integrate sexuality education and fertility awareness in the school curriculum. It should tackle teenage pregnancies and HIV or AIDS, among other issues. Unwanted pregnancy and other adolescent problems are serious threats to the well-being and future of the people.

Here in our country, we recognize the separation of the church and the state. At the same time, we also recognize the rights of those in church as they criticize the acts of the government officials if it constitutes violations of laws and human rights. However, it does not necessarily mean that if the church says NO to a particular action of the government then the administration must agree with the church. The government has its own system of checking whether these bills and laws to be passed are against the constitution. We respect the opinion of the church however the government should act on its own. It must pursue what it thinks would be best to uphold the public good, morals, intelligence, social justice, good health, happiness and prosperity of the citizens.

I would say YES to SEX EDUCATION in SECONDARY EDUCATION unless the church will be able to present a better solution to the social and health problems that our country is currently facing. This is my conviction. This is my stand. Come and Believe me.

SOVEREIGNTY


A State is a community of person more or less numerous, permanently occupying definite portion of a territory, independent of external control and possessing an organized government to which the greater body of inhabitants render habitual obedience. From these words of James Garner, it becomes palpable and evident that four elements of a state are essential and these are the people, territory, government, and sovereignty. Among the four essential elements, Sovereignty is the more indistinguishable and difficult to identify. For us to easily determine a sovereign state, let us know its attributes and define it using the traditional definition up to the present.

Sovereignty has six main indispensable attributes. First is the Inalienability. This refers to the fundamental rights of the state which cannot be transferred to another nor surrendered since sovereignty is a matter of authority. Second is the Absoluteness which means that the state is unrestricted under the principle of absolute power in the sovereign. An example of this is when our country has become a member of an international organization; we adopt the generally accepted principles of international law as part of the law of our land. Third is the imprescriptibility. This refers to the sovereign right of the state that cannot rightfully take away or revoked and not capable of being lost, whether used or not. Fourth is the Comprehensiveness which refers to the paramount ability of the state to extend its powers to all persons and things within its territorial boundaries except only for those that are granted immunity from international courtesy. Fifth is exclusiveness which gives the state one supreme authority and no other political authority exists elsewhere. Last is the perpetuity which means that sovereignty is continuous as long as the state exists.

Now, let is define what sovereignty is. If we are to use the traditional definition of Sovereignty, it means power to impose your will upon your constituents. This is internal sovereignty. This refers to the pre-eminent power of the state to compel obedience over all persons and to regulate all things within its territorial limit via the varied government agencies. This power may be in the form of influence and ideology or though coercion and repression. At the same time, it means autonomy. It simply means that as a sovereign state, it has the foundational right not to be meddled or to be interfered by the political, economic and military affairs of any other external state. This is an external sovereignty. A state is not dependent or not controlled by any state because of its independence, or freedom from external control or interference from other states.

However, as time went by, the definition of the word sovereignty has changed. It now comes with three notions. These are Sovereignty as responsibility, Sovereignty with the Game of Avoidance and Sovereignty as an Enhancement of Material Interest and Creation of Abstract State Identity. These three notions are not chronologically arranged. As a matter of fact, these three could be coexisting depending on the interest of the government of that particular state.

What does Sovereignty as a Responsibility means? A state has the duties of protecting the rights of its citizens. It has the obligation of preserving the territorial integrity of the State. One example of this is the giving of paramount considerations to the common good of the people when making foreign policies because the citizens because they are most likely to be directly affected by these policies and also their rights as citizens. Another is the giving of supreme concern on the territorial integrity of the state also in foreign policies. We first consider our geographic location before putting into law any foreign policies.

Next is the Sovereignty with the Game of Avoidance. Before, States are autonomous and isolationist. Nevertheless, in this modern age and world, no state will continue to exist if it keeps it autonomy. Once in a while, a state must be open for trades and agreements that would be of benefit to their state. But it has the right to refuse and say no to any of these. That is what we call ‘Game of Avoidance’. One good example of these is the refusal of the United States of America in the ratification of the Kyoto Protocol considering that it is the world’s top producer of greenhouse gases. Their justification for doing such thing is that they are currently the head of a world organization with the same purpose and objective. But if we will take a closer look and carefully examine the situation, it could be for a reason that it could directly affect the country’s economy. It is because some factories will be closed and unemployment will increase. It will also decline the lifestyle of the people.

Third is the Sovereignty as an instrument for the Enhancement of Material Interest and Creation of Abstract State Identity. Let us take the war between United States and Iraq as an example. United States made a humanitarian intervention in the place to eliminate the authoritative leader of Iraq, Saddam Hussein and to destroy the said hidden weapons of Mass Destruction in the place. However, until now, even one weapon of mass destruction was not found in the place. Could it be that USA made a humanitarian Intervention for the Enhancement of their Material Interest? Yes, there is a big possibility. As we all know, Iraq is one of the world’s top producer and exporting country of Oil products. It could be that USA made war with Iraq for them to be able to conquer the place and make use of the oil deposits in Iraq. Eventually, without doubt, it would in favor to their country because it will surely play a big part in increasing the country’s economic standing.

Those are the definitions of Sovereignty if we are to ask the political scientist and those individuals who work in the related field of discipline. Now let us see how a Director of Pastoral Ministries for American Association of Christian Counselors gives meaning to the word sovereignty. Dr. Ed Hindson is the Assistant Chancellor, Professor of Religion, and Dean of the Institute of Biblical Studies at Liberty University in Lynchburg. He said that sovereignty is present in every crisis in our lives, God’s sovereignty. If His sovereignty will prevail over those problems, then there are three things which we can be certain.

First, God’s sovereignty limits our crisis. God has power over of our lives and He limits the extent and period of the crisis. Reading the statements in Job (1:12, 2:26) and Luke (22:31-32), the bible makes it clear that nothing can touch us that are beyond the limits of God’s sovereign control.

Next, God’s sovereignty brings meaning to our problems. The problems of life are not the catastrophic episodes in the absurd story of human experience. There is reason and significance to our struggles, problems and sorrows. Romans 8:18 promises “that our present sufferings are not worth comparing with the glory that will be revealed in us.”

Last, God’s sovereignty assures us of His grace. There is no problem in life that is beyond the grace of God. He will help us in our time of need. The bible also tells us, “Cast all your anxiety in Him because He cares for you” Peter (5:7). God’s grace is sufficient for every problem we face.

As we can see, each field of discipline has their own ways of defining the word sovereignty. The manner of giving meaning to sovereignty by political scientists and those who work in the related field is different compared to those who work in the religious sectors. For political scientist, it is the state which has sovereignty. However, for priests and pastors, it is God who has sovereignty over the people. It also shows the description and implication of sovereignty evolves as time goes by. It changes and will continue to change in the years to pass.

ATENEO beats UNIVERSITY OF THE PHILIPPINES In the World Ranking of Top Universities


No doubt, each and every university here in the Philippines and even outside the country has the desire to score well in the beauty contests for academic constitutions. Universities consider rankings important because they measure how the world perceives them. Here in the Philippines, it is really a big thing especially for the university rivalries, Ateneo and the University of the Philippines.

In the latest university rankings released by the Times Higher Education Supplement (THES) and Quacquarelli Symonds (QS), the University of the Philippines rose from 398 in 2007 to 276 this year. Ateneo de Manila University rose from 401-500 to 254.

The data and figures and most of all the released ranking were questionable. It is for a reason that the University of the Philippines never had an agreement of participating in the survey. According to UP Vice President for Public Affairs Cristina Pantoja Hidalgo, even the president of the University did not receive any invitation to take part in the survey or even a questionnaire to answer it.

However, this was not the first time that it happened. Even in the year 2006, where the University of the Philippines ranked 299 in the world universities, THES-QS declined to give explanation where it got hold of the data that were used to come up with that result. As an outcome, the University of the Philippines refused to accept the invitation to join the 2007 survey for the World’s Top Universities.

With the decision that the University of the Philippines has made, the THES-QS sent a letter to inform the said university that if it will not participate in this year’s survey, they will use last year’s data. But the question here is that “Do they really have a data of the University’s performance last year?” This is really a big question on the accuracy of the methodological procedure of obtaining records. The validity of the measurement was really unstable. First, they cannot even elucidate where they got information. They did not even conduct a survey to evaluate the performance of the university. According to the International Ranking Systems for Universities and Institutions: A Critical Appraisal, published by BioMed Central, the Times simply asks 190,000 individuals to list what they consider as the top 30 universities in their field of expertise without providing input data on any performance indicators. So, probably they just manipulated those data and figures that resulted to UP entering the Top 300 of World’s Universities and perhaps, it could also be the reason why Ateneo surpassed “The National University of the Philippines” in this year’s World Ranking.

Second, if THES-QS had really evaluated the institution, who are those individuals who judged the reputation of the university based on the peers and recruiters reviews? We do not even know if these individuals tapped by THES-QS are reliable ones. We do not even know if these individuals really have the knowledge about the university that they are evaluating.It could also be that those who make peer reviews promotes their own university. Another thing, it was not even clarified what were the questions that were asked during the survey. It is also a question of the credibility of the ones who evaluated the university.

Lastly, the other half of the index is from the student-to faculty ratio, the number of foreign faculty and foreign students in the university, and the number of citations in internationally accredited publications. Data for these indicators depend on the information that participating institutions submit. But UP did not even submit any data and figures to supply these indicators with results. The country’s National University has neither released official statistics for survey purposes nor consented to any survey undertaking by a local or international body. It just shows that an institution’s index and most of all, its real world ranking may be easily distorted if it fails to comply with requirements needed for the relevant indicators, and if it chooses not to participate, just like what the University of the Philippines did.

I am an Iskolar ng Bayan and I have nothing against the Jesuit run Ateneo. I am a Filipino and I am even glad that we do have our own universities here in the Philippines like the University of the Philippines, Ateneo, University of Santo Tomas and De La Salle University that made their way to list of the world’s top 500. World Ranking of Top Universities like the THES-QS is supposedly meant to serve as the best guide for us students to know which universities around the world truly stands out and outshines. They should give students proper information of universities who really offers quality education and does extremely well in different fields of learning. However, such international rankings like the THES-QS cannot be taken seriously until such time that it proves its integrity and credibility with the academic community.

An OPEN LETTER to the

People of General Santos

Especially to Pacquaio:

This is not an open letter.I do not make a protest addressed to one person. But this is intended for the general public. Yesterday, we went to your place to go with my aunt and uncle to the airport because it is time for them to go home. Their leisure time away from work devoted to rest and pleasure with us has finally ended. They went back to Manila for their flight back to Oregon, USA.

But before we sent them to the airport, we had our lunch first at Rancher’s grill. When I entered, I really felt that it was a rancher who owns the place. I bet he owns a very wide farm with large tract of land with hi-tech facilities to raise livestock. It doesn’t even matter. LOL. All I wanted to say is that they make a very good steak there. I loved every slice of meat that I ate. It was so YUMMY. They also cook seafood which was extremely pleasing to my taste. They also serve dragon fruit shake which is said to be a very healthy drink. So, try to have some grubs there if you happen to pass by General Santos.

I was not able to go with my relative to the airport because I was in condition of urgency. Ha-ha. To my aunt and uncle: I am very SORRY. I was not able to go with you but I am you sure you would understand. FOLLOW YOUR HEART. I hope we have made your summer super fun and exciting. I wish you really enjoyed your stay with us. We did our best to be a great host and I hope you appreciated that. HAHA. We will miss you. Till we meet again. Hasta lluego, crocodillo [See you later, Alligator].

I really had to leave them at the grill because someone is waiting for me at the mall. Who is she? That is the secret I will never tell. I guess I have to end this post. What happened in the mall? I would just keep it to myself. I would not speak much of amours, affaires, secrets and intimacies for now. Let us just like talk without exchanging too much information. I will just chew the fat and shoot the breeze. Would that be OKAY? LOL.

To all the gossip and news and rumor mongers: I WARN YOU. Do not wag your tongue. Stop dishing the dirt. Give me a break. Let us just do it some other day. HAHA.
